Section 1: Live Bidding Rules & Digital Compliance

Governing legal provisions for transparent, competitive, and anti-collusive live auctions.

Rule 1.1

Anti-Sniping 5-Minute Auto-Extension Mechanism

Public Procurement Disposal Regulations, Rule 38 & Digital Procurement Guidelines

To ensure fair competition and eliminate unfair advantage caused by last-second internet bandwidth manipulation (bid sniping), the e-Auction platform enforces an automated dynamic extension system.

If a valid, higher bid is received within the final 5 minutes (300 seconds) of an active auction schedule, the closing timer shall instantly and automatically extend by exactly 5 minutes from the timestamp of the new bid.

Successive bids submitted during any extension period will continuously reset the remaining time to 5 minutes until a full 5-minute countdown elapses with zero competing bids.

The server clock synchronized with Bangladesh Standard Time (BST via NTP) is the sole legal authority for bid timestamp determination.

Statutory Enforcement & Penalties:
  • •Auto-extension applies to both single-lot and multi-lot independent bidding windows.
  • •Client-side timer differences due to local device lag do not affect server-side auto-extension execution.
Rule 1.2

Anti-Collusion, Syndicate & Cartel Prohibition

Public Disposal Framework, Section 127 & Competition Act 2012 (Act No. XXIII of 2012)

Any agreement, formal understanding, or concerted practice among bidders to fix prices, manipulate bidding increments, allocate lots, or orchestrate intentional non-bidding is strictly illegal and subject to criminal prosecution.

The platform deploys automated algorithmic surveillance monitoring simultaneous IP addresses, bank account linkages, and bidding patterns to detect collusive behavior.

If two or more bidders submit bids from identical IP subnets, shared hardware footprints, or linked bank accounts without prior authorized consortium disclosure, all associated bids shall be cancelled immediately.

Statutory Enforcement & Penalties:
  • •Penalties for cartel participation include permanent debarment across all government ministries, forfeiture of all active security deposits, and referral to the Anti-Corruption Commission (ACC).
